Education, Training and Employment Information

The Michigan Works! one-stop system is based on three-tiers of services. Tier 1 services ("Core Services"), are available to job seekers and include, posting a resume on the Internet (Michigan's Talent Bank), access to job orders on Michigan's Job Bank, information about the job search process, career planning, training programs, area employers, and community resources, eligibility screening for targeted programs, referral to appropriate community services and programs.

The second tier of services ("Intensive Services"), are available to those who do not find employment after receiving core services. Most of these services are available to all job seekers, but some may be provided only to those who meet eligibility requirements. Career planning and counseling services, including development of an individual employment plan, assistance with resumes, interviewing skills, job search skills, and job retention skills job search workshops, specialized services to veterans, migrant and seasonal farm workers, dislocated workers, welfare recipients, and others with special needs job development and job placement services.

The third tier of services ("Training and Support Services"), are normally available based on eligibility for specific grant programs. Beginning July 1, 2000, eligibility will be changed so that more people qualify for these services. These services include, Tuition assistance for post-secondary training, basic skills training, support services such as child care, transportation assistance, clothing, books, etc, needed to participate in training, or retain employment, on-the-job training customized training.

The one stop service center would also provide services to local employers. Core services for employers include, Assistance in finding qualified workers; interview facilities at service centers; State and/or federally generated Labor Market Information (LMI); State and/or federally generated information on Americans with Disabilities Act; Information regarding consultations on workplace accommodations for persons with disabilities; Information on and referral to business start-up, retention and expansion services; Information on and referral to sources for developing customized training programs; Information on and referral to Career Preparation, School-to-Work activities; Rapid response to mass layoffs and plant closings; Information about training incentives such as on-the-job training programs (based on worker eligibility); and, State and/or federally generated information on tax credits for new hires.
